become effective at 12:01 am on the day following the candidates’ commissioning
or ordination.

Recommendations:
1. That all ministry personnel be responsible for their pastoral charges on
July 1st, 2008, unless otherwise approved by District/Conference.
2. That the Executive of Settlement Committee effect settlement in vacancies
and in emergencies during the year.
3. That all ministry personnel beginning new pastoral relationships contact
the Secretary of the Official Board (or equivalent) to arrange time of arrival.
4. That the term of appointment for Designated Lay Ministers will normally be
three years renewable (reviewed annually).
5. That pastoral charges seeking Settlement communicate in writing through
their respective District Secretaries and Pastoral Relations Chairpersons.
6. That pastoral charges which are intending to be before Settlement
Committee and personnel seeking Settlement communicate their wishes in writing
to their respective District Secretaries and Pastoral Relations Chairpersons
before March 27th, 2009. Requests received after March 27th, 2009, will not be
given priority. Settlement Executive will meet on April 2nd, 2009 and Settlement
Committee will meet from May 5th - May 8th, 2009.
7. That pastoral charges be open to ALL
ministry personnel and that ministry personnel be available to ALL
pastoral charges.
8. When the District approves a request for a change in the pastoral
relationship initiated by the clergy before the end of the third year, the
District shall require that the moving expenses to that pastoral charge be
reimbursed by the clergy to the parties who paid them on a pro rata basis unless
the District can justify the waiving of this requirement. This requirement shall
include those newly commissioned/ordained and called/settled. {The Manual,
